Maintenance

FMHA is responsible for performing different types of maintenance to the Dragonfly Dreams Housing units. FMHA’s Maintenance Staff takes great pride in the condition of all 96 rental units. FMHA prides itself on receiving high scores in our Physical Inspections from HUD and continually look for new ways to improve all Dragonfly Dreams Housing homes, with the help of our residents we are able to determine each year what the greatest needs are for our Capital Improvements.


Routine maintenance includes items requested by residents or management. Broken toilet handle, clogged sink drain, and broken electrical outlets are examples of routine maintenance.


Emergency maintenance includes those items that threaten the health and safety of the tenant. Examples are loss of heat, gas leak, and plumbing leaks that can cause flooding or damage to the unit.


Preventative maintenance includes maintenance done on a specific schedule. Examples are interior and exterior painting, pest exterminations, and furnace filter replacement.


Capital Improvements involves major refurbishing of buildings or grounds. Examples include roof replacement, replacing flooring, remodeling kitchens or bathrooms.

  • Detailed description of the problem
  • Please be sure to specify whether or not maintenance personnel may enter your home with a pass key if you are not home. Failure to specify is considered permission for maintenance to use the pass key to make the repair.

All Emergency calls should be addressed within 24 hours of the time of your call.

All work orders that are called into the office or sent via email will be reviewed by the Maintenance Manager and a work order will be produced for staff to complete within a reasonable period of time.

Family Obligations in Dragonfly Dreams Housing

The obligations of Dragonfly Dreams Housing residents are stated in the family lease agreement.

They include:

  • Not to sublease the unit
  • Not to provide accommodations for boarders or lodgers
  • To use the premises solely as a private dwelling for the tenant and the tenant’s household, as identified in the lease, and not to use or permit its use for any other purpose.
  • To abide by necessary and reasonable rules
  • To comply with tenant obligations required by building and housing codes materially affecting general health and safety
  • To keep the dwelling unit unaltered and other areas assigned for the tenant’s exclusive use in a clean and safe condition. (Any changes to the rental unit must be pre-approved by the Housing Manager)
  • To safely and cleanly dispose of all ashes, garbage, and rubbish from the premises and store in a lidded trash receptacle.
  • To use all facilities in a reasonable manner.
  • To refrain from destroying, defacing, damaging, or removing any part of the premises.
  • To pay reasonable charges for repair of damages to the leased unit or property caused by the tenant, household members, or guests.
  • Not to engage in any criminal activity or drug related activity that threatens the health, safety, or right to peaceful enjoyment of the Dragonfly Dreams Housing premises by other residents or employees of FMHA. Refrain from the use of guns (including BB guns), firearms, nun-chucks, or similar instruments, blackjacks and explosive devices on the premises or any other part of the FMHA owned neighborhood.
  • Notify the FMHA of any anticipated extended absence from the Premises in excess of seven (7) days, no later than the first day of the absence.
  • Not to engage in any drug-related criminal activity on or off the premises.
  • Not to abuse alcohol so as to impair the health, safety, or right to peaceful enjoyment of the premises by other residents.
  • Notify FMHA immediately of the presence of roaches or other insects or pests or vermin.
  • To report changes in family composition and income in accordance with FMHA policy, as stated in the lease, providing the Housing Authority with current, accurate and complete information.
  • Comply with all Community Service requirements.
  • Comply with the Pet Policy, procedure and agreement.
  • Do not block windows and/or doors as this is a health and safety violation.
  • Give the Housing Authority at least a 30 day written notice prior to vacating the rental unit, also provide the Housing Authority with a forwarding address and return all keys to the rental unit at the time you vacate.
  • Do not use the premises for legal profit making activities incidental to the primary use as a private dwelling (see Profit making activity policy) except with the written consent of the FMHA.
  • Retain the physical and mental capacity to live in and maintain the premises in accordance with the rules and restrictions of the lease agreement on an independent basis or with the assistance of a live-in caregiver.
  • It is the policy of the FMHA to provide reasonable accommodations for our clients with a disability when appropriate and to work with those clients to find mutual acceptable solutions to problems.

Dragonfly Dreams Housing (DDH)

Dragonfly Dreams Housing, formally Public Housing, is a non-profit entity that provides safe, decent and affordable housing to eligible tenants in the form of a Project Based Voucher. Fairfield Metropolitan Housing Authority (FMHA) serves as the Property Management Company for Dragonfly Dreams Housing (DDH). FMHA manages ninety-six (96) three bedroom homes in seven scattered sites throughout the city of Lancaster. Forty-six (46) of the homes are townhouse style doubles and fifty (50) of the homes are single one story units. Tenant rent is based on 30% of the families’ adjusted gross income.

Applicants must be referred for housing by the Project Based Voucher Coordinator. In addition to meeting all of HUD Requirements for the Project Based Voucher assistance, the applicant must also be screened, which will include, but not limited to the following:

  1. At the time of admission, be a three (3) bedroom family
  2. Meet or exceed the Applicant Screening Criteria and successfully complete the FMHA- approved Pre-Occupancy Class (POC).
  3. Demonstrate through an assessment of current and past behavior the ability to respect the essential obligations of tenancy as expressed in the FMHA lease.
  4. Criminal background check (this includes arrests and convictions). It is the goal of FMHA to provide a safe, comfortable and drug-free environment for our residents.
  5. Check for payment history for utility charges and eviction history.
  6. Current and prior landlord histories.
  7. Past due debt(s) to other Housing Authorities

The Role of the Housing Authority

The Housing Authority is responsible for the management and operations of Dragonfly Dreams Housing.

  1. On-going functions:
    1. Assure compliance with leases
    2. Set other charges (security deposits, damages, etc)
    3. Terminate leases when necessary
    4. Maintain the development in a decent, safe and sanitary condition
  2. Supportive Services:
    1. Family Self-Sufficiency Program (see FSS page)

Resident Advisory Board Information

The Resident Advisory Board (RAB) meetings are held quarterly to review policies, training on various subjects, guest speakers, and to discuss resident issues/concerns. These meetings are very valuable to the FMHA Staff to find out issues and meet the residents.
